Our management team are experienced professionals- capable of providing high level advice on the full portfolio of HLS projects in water resources, flood services and hydrometry.

Colin Fenn (BA, PhD, C Sci, C.WEM, FCIWEM)


Colin has been with the team at HLS since 2006 and became MD in 2011. Colin has a vast range of past experience and provides expert, specialist input to the team. 

  • Chaired CIWEM's Water Resources Expert Panel for 12 years
  • Inaugural reporter on the water sector and on the flood and coastal management sector for the Institution of Civil Engineers' State of the Nation report, from 1999-2004
  • Member of the Institution of Civil Engineers review panel, 2012-2013
  • On the British Hydrological Society National Committee 2005-2012 
  • Former Managing Director at Atkins Water and HR Wallingford
  • Over 40 published papers on water resources and flood management
  • Honorary Research Fellow and Lecturer at Oxford Brookes University
Colin has provided high-level advice and consultancy services to: numerous water companies, the Environment Agency, Ofwat, DEFRA, UKWIR, National Audit Office, Greater London Authority, Parliamentary Environmental Audit Committee, WWF-UK, World Commission on Dams, Athens Water Company (for the 2004 Olympic Games).

Paul Webster (BSc, MSc, PhD, DIC, MCIWEM, C.WEM)
Head of Flood Management


Paul has held a senior position with HLS since 2000 after 9 years spent lecturing in the School of Civil Engineering at the University of Birmingham. Paul is the firm's leading hydrologist providing invaluable input on water resources, flooding, master planning and project management.

  • International experience with the Namibian Government; reservoir planning in Botswana; river basin master planning in China and catchment based flood studies in Hong Kong 
  • Contributed to over 20 published papers in hydrology and water resources
  • On the British Hydrological Society Committee 1992-2000
  • Member of CIWEM Rivers and Coastal Group Committee 2004-2008
  • Chaired steering group on revisions and developments of the Flood Estimation Handbook 2001-2007

Paul has provided high-level advice and consultancy services to organisations including: the Environment Agency; NERC; Local Authorities; planners; World Bank; Government of Hong Kong; CEMEX; Woodland Environmental; Severn Trent Water and Thames Water.

Rob Burton (BSc, C.WEM, MCIWEM)
Head of Hydrometric Services


Rob began his career here at HLS and was appointed Head of Hydrometry in 2011. Rob established a new office for the company in Sheffield, 2010 and has been based there since.

  • Lead specialist on MCERTs and flow measurement audit/compliance
  • Significant role in developing consultancy services in Stirling
  • Active member of the British Hydrological Society in the Pennines
  • Manager and technical lead for a major project to improve compensation and abstraction flow monitoring for Scottish Water at over 155 sites throughout Scotland
Rob has considerable experience working with a number of major water companies: Severn Trent Water, Anglian Water, Thames Water, South East Water, Southern Water and Scottish Water.

Kunle Akande (BSc, MSc, PhD, CEng, CEnv, FCIWEM, MICE)
Head of Water Resources


Kunle has recently begun working at HLS after being appointed in early 2015. Kunle has an extensive professional portfolio and over 20 years experience in the industry. 

  • Kunle has been highly influential in a range of projects for large companies such as: the Environment Agency, DEFRA, Ofwat, Thames Water, Southern Water and South East Water 
  • Member of the International Water Association
  • Member of CIWEM Water Resources Expert Panel
  • Member of the Water and Environment Journal Editorial Board
  • Specialist adviser for the review and audit of draft WRMP14/PR14 submissions for 4 major water companies, 2013-2014
  • Project Manager for the Environment Agency's Water Resources Management Plans- preparing for the future, 2012-2013
Kunle has a key role in developing the portfolio of water resources work within the Company. He manages the Aquator agency in conjunction with Oxford Scientific Software.
